Most diesel trucks over 14,000 lbs GVWR operating in the state need a current compliance record on file, verified through either a smoke opacity test or an OBD (onboard diagnostics) check, depending on the vehicle’s model year.

1. Out-of-state doesn’t mean exempt

The single most common assumption that gets drivers held up: thinking a Nevada- or Arizona-registered truck is outside CARB’s reach. It isn’t. Any vehicle operating in California, regardless of where it’s registered, is subject to Clean Truck Check requirements if it meets the weight threshold.

2. Know which test your truck needs

Newer trucks with onboard diagnostics get tested electronically — a quick data pull rather than a tailpipe test. Older trucks without OBD get the smoke opacity test instead. Knowing which category your rig falls into before you arrive saves a round of confusion at the testing point.

3. A missing or expired record stops you cold

This isn’t a warning-and-move-on violation. A truck without a current compliance record on file can be held at a port of entry or checkpoint until it’s resolved — and resolving it on the spot, mid-route, costs far more time than handling it beforehand.
